New York State's SEQRA law requires that significant environmental and infrastructure impacts be analyzed and publicly disclosed before major development approvals advance. Sewer, water, electric, and traffic capacity are among the most consequential impacts of a 500-unit development on a small municipality. Penn Yan's sewer system and water treatment plant already serve customers in multiple towns and municipalities. Residents have a right to see these analyses before planning approvals proceed.
